2.1 The Municipality

• Owns and manages all municipal customer data
• Provides the authoritative source of account information
• Determines what information is available via the chatbot
• Handles all billing, account, and municipal service matters

2.2 The Service Provider

CCG Systems provides:

• The technical platform that enables WhatsApp access
• Secure transmission of messages between WhatsApp and municipal systems
• Support for the operation and maintenance of the chatbot

The service provider does not:

• Own municipal data
• Modify account information
• Make decisions about billing or municipal services
• Store municipal account information beyond what is necessary for message processing

By using the Service, you confirm that:

• The WhatsApp number you use belongs to you or you have permission to use it
• The information you provide is accurate and truthful
• You will use the Service only for lawful purposes
• You will not attempt to abuse, interfere with, or circumvent the chatbot’s security

Your use of the Service is also governed by our Privacy Policy.

Key points:

• We process your information only to deliver the WhatsApp service
• All municipal account data is stored and controlled by the respective municipality
• We do not sell or share your information with third parties
• WhatsApp messages follow Meta’s encrypted and secure transmission standards

The Service may experience interruptions due to:

• Network outages
• System maintenance
• Third-party platform issues (e.g., WhatsApp, Meta)
• Municipal system downtime

We do not guarantee:

• Continuous availability of the chatbot
• Accuracy of information received from municipal systems
• Delivery of messages outside of WhatsApp’s supported infrastructure

You may not:

• Use the Service to harass, threaten, or harm others
• Attempt to reverse-engineer or interfere with the platform
• Provide false or misleading information
• Use the Service for fraudulent or unauthorized purposes

7.1 For Municipal Data

The respective municipality is responsible for:

• Accuracy of billing and account information
• Errors in municipal records
• Handling disputes related to accounts or municipal services

7.2 For the Platform

CCG Systems is responsible only for:

• Providing the technical platform
• Ensuring secure and reliable message transmission

We are not liable for:

• Losses due to incorrect municipal information
• Decisions made using chatbot-provided data
• WhatsApp or Meta platform failures
• Unauthorized access resulting from user negligence (e.g., sharing your phone)

We may suspend or terminate access to the Service if:

• You violate these Terms
• Fraudulent or suspicious activity is detected
• Required by the municipality or by law
• System misuse or abuse is identified

You may stop using the Service at any time by simply stopping communication.

We may update these Terms to reflect:

• Changes to the chatbot
• Changes in law
• New features or improvements
• Security requirements
